Is this just water in a bottle?

I know you should wait at least 3 months for visible results with skincare...but after a month of using this I dont think I'll keep going. It absorbs really well into the skin and isn't sticky but it does absolutely nothing for my 38 year old face. It just feels like I'm wetting my face with water. No difference in pigmentation, hydration...nothing.
