Missed the mark for me

The pigment of the blue mascara is amazing! However I find the formulation dry and prone to clumping and flaking. I also have this weird experience where sometimes I can remove with mi-cellular water easily, no problem. Other times it feels like it's waterproof and impossible to remove fully. I can't figure out why it does that. I would not buy again, I keep looking of other that apply and wear better. Considering the price tag, I'm disappointed.
