Why does it burn if it's not a lip plumper?

When using this product, it immediately started to give a burning sensation. I wasn't able to keep it on for long and had to stop. the ingredients did feel moisturizing, but the burning is what was a bad experience. I am non-incentivized, and I'm a verified purchaser of this product (bought and paid for with my own money and was not contacted to write a review).
