Not drying

I’ve tried toners in the past and all have been drying but this is not!

At first, I liked this as a hydrating toner and the scent is nice. Unfortunately didn't notice any brighening effect after using two bottles. The watery consistency turns gel-like over time, and by the time it's nearly empty you're left over with thick gel at the bottom that you can't get out, and if you manage to get it out, it's so thick that it doesn't sink into the skin. I haven't seen many other reviews mentioning this defect, but it's weird that I got two bottles months apart and both had the same defect? Seems like the formula isn't very stable. Disappointing.
