Bottle only half full

I bought a small bottle before and I like it , so I decided to order the large size but when it arrived, the bottle was only half full . I was surprised and disappointed.how can @new bottle arrive like this ? I feel like a scam

Don’t like it.

Pump gets stuck so you have to press hard to get product out. Removes makeup okay but leaves a film on your eyes that my other balm didn’t. Also since I’ve used it I’ve been breaking out. Will return it.
