dry and oily at the same time?

this was really just a weird texture- it feels dry and oily at the same time? probably good for primer for others, but for me it just kind of sits on top of my skin and doesnt feel like it works with my makeup?

The texture is horrible. It floats on top of your skin and doesn’t blend in. My makeup balls up when I apply it over it. It also makes dry skin appear even worse.
